GENERAL INFORMATION

With a population of nearly 43 million, Algeria is one of the countries on the northern coast of the African Continent overlooking the Mediterranean. The country, whose population is almost entirely Muslim, is a member of both the Organization of Islamic Cooperation (OIC) and The Standards and Metrology Institute for Islamic Countries (SMIIC). The country is represented by the Algerian Standardization Institute (IANOR) at SMIIC.

Algeria's economy is largely dominated by the state, with the country adopting the post-independence socialist development model. Hydrocarbons constitute the backbone of the country's economy making up about 30% of Algeria’s GDP, 60% of its budget revenues and 95% of its export earnings. However, in recent years, Algerian governments have started to implement various economic decisions in order to establish a growing structure in sectors other than hydrocarbons due to decreasing oil prices.
 

Halal Certification Activities

IANOR, according to Articles 2 and 4 of the Council of Ministers Decree of 14 June 2016, which regulate the national halal certification system, decided to create a halal brand in order to ensure the safe access of consumers to these products and allow Algerian firms access to further shares in the global halal food market. Halal Algerian brand aims to ensure the traceability of halal products produced by Algerian companies and to guarantee the consumer's reliability to these products.
 
Halal brand is a unique national collective brand owned by IANOR, which guarantees compatibility with Algerian standards specifying the requirements for halal products. These standards have been developed on the basis of Organization of Islamic Cooperation (OIC) - the Standards and Metrology Institute for Islamic Countries (SMIIC) standards and the standards already available in other Islamic countries.
 
While the halal brand is designed within the framework of an advisory committee that brings together all stakeholders, it also aims to ensure strict compliance with the Organization of Islamic Cooperation (OIC) rules on halal certification provisions.
 
This approach aims to make the halal brand a national trademark and to establish international recognition for helping Algerian companies explain the halalness of their products all over the world.
 
Halal brand approval process takes place in the following stages:
  • The applicant organization is audited by a team of two auditors (IANOR) comprising of specialists in food safety or good manufacturing practices and a specialist in religious affairs (Islamic auditor).
  • Depending on the nature of the product or if required by the inspection team, sampling to be submitted to a laboratory authorized by IANOR for the analysis.
  • If the inspection report is positive, the applicant is given the right to attach a halal brand to the related products along with the certification.
  • Maintaining this right of use is ensured by two surveillance audits during the first, and second year following certification and renewal after three years.
 
A National Halal Certification and Halal Brand Follow-up Committee was established, consisting of representatives from the Algerian Pasteur Institute in addition to the Ministry of Commerce, Agriculture, Industry, Healthy and Religious Affairs and other relevant public institutions and organizations. In addition to the halal certification procedures, the Halal Certification and Halal Brand Tracking Committee, which is responsible for reviewing the regulations applicable in the field of  halal food and providing remarks, will also carry out the approval of the halal conformity assessment bodies authorized by the official authorities of the exporting country for imported products. Algeria also wants to carry out the process of mutual recognition of halal documents with Islamic countries to promote the penetration of its products into the markets.
