GENERAL INFORMATION 

Although the number of Muslims living in Russia, with the total population of 146 million, is not known clearly, it is estimated by the Chief Mufti of Russia that the Muslim population is around 25 million. The majority of the Muslim population in the country live in Tatarstan, Bashkortostan and the North Caucasus regions and in big cities such as Moscow, St. Petersburg and Yekaterinburg.
 
In addition to Muslim population’s awareness of the halal product consumption, a significant portion of the non-Muslim population in the country also prioritizes halal consumption, according to information from local sources since halal products are considered to be natural and healthy among the non-Muslims.
 
Although Russia has observer member status in the Organisation of Islamic Cooperation (OIC) and the Standards and Metrology Institute for Islamic Countries (SMIIC), it is not yet a participant of any of the technical committees within the SMIIC.
 
It is known that Belarus, Brazil, Paraguay and Argentina take the lead in the imports of meat, which is one of the primary sectors that can be subject to halal. It is also seen that the imports made to Russia with halal certificates are mostly made from Australia, New Zealand and Brazil.
 
Halal Certification Activities

In Russia, halal certification activities are basically carried out under the umbrella of the Halal International Center for Standardization and Certification (ICSC Halal). The mentioned organization was established in 2007 under the Council of Muftis of Russia and provides services such as certification, auditing and trainings. Halal certification is mainly carried out for the domestic market, and the main sector subject to halal certification is predominantly the food sector. The number of companies which have received a halal certificate from ICSC Halal is over 300 and information about these companies is available on the website of the organization.

 
Although there is no mandatory application of any standard in the field of halal in Russia, the standard named "Halal – PPT – SMR" (РОСС RU.К882.04ФГЛ0), which was prepared by the Council of Muftis of Russia, to which ICSC Halal is affiliated, and entered into force in 2003, is the only standard in the country. In addition, it is known that a working group established with a cooperation between ISCS Halal and the ROSSTANDART, Russia's official standard institution, carries out studies for creation of halal standards.
 
There is also another organization in the country called as International Halal Certification Center (ICC Halal) which was established by the Central Muslim Spiritual Board of Russia, and this organization continues its activities. In addition, it is known that halal activities in Tatarstan are carried out by the Tatarstan Halal Committee. Another halal certification organization in the country is Gulftic (Gulftic-ISCS Halal), which was established with the aim of halal certification of the animal product exports to the Gulf Cooperation Council member countries.
