GENERAL INFORMATION 

France is the country with the largest Muslim population in Western Europe, with about 5.5 million Muslims, which is more than 8% of its total population of 66 million people. Muslims in France are from North Africa (43.2% from Algeria, Tunisia, Morocco from 27.5% to 11.4%), sub-Saharan Africa (9.3%) and Turkey (% 8,6).
 
In France, it is stated that the size of the halal market is 5.5 billion Euros of which 4.5 billion Euros is halal food sector.
 
While the retail sales of halal products in the country were 80 million Euros in 2009, this figure increased more than twice in 2013 to 170 million Euros and in 2019 to 280 million Euros. However, this increasing trend in the halal retail market is descending. This market, which grew by 20% in 2017, grew by only 5% in 2019. Muslim consumers constitute 75% of customers who prefer halal products corresponding to 0.3% of total retail sales.
 
It is estimated that the share of halal products in total food imports is around 30%. Meat and meat products exporters include Ireland, the United Kingdom, Germany and Belgium. Dry food exporters include Malaysia, Thailand, Turkey, Egypt, Tunisia, Morocco and Algeria.
 
According to a study by the French Public Institute (IFOP), 59% of the Muslim population consume “halal certified meat” systematically and 28% consume halal meat as much as possible. Regular halal meat consumers’ (which corresponds to 87% of the total participants) 86% claim they have halal sensitivity in delicatessen, 43% in broth tablets, 29% in tomato-based sauces, 22% in soups, 24% in cooked food and 8% in baby compote consumption. 14% of the cattle slaughtering and 22% of the ovine slaughtering are subject to halal and kosher certification slaughtering in the country.
 
Halal Certification Activities

 
There is no compulsory legislation on halal certification in France. Halal certificates are issued by around 50 organizations, including the Paris, Lyon and Evry mosques. Certificates can be used for both the domestic market and export markets. Even though there is no regulation for the accreditation of halal documents in the products to be imported, the exporting country organizations can make special agreements with Paris, Lyon or Evry Mosques. Paris, Evry and Lyon mosques provide certification independently and according to different criteria.
 
The French Standards Institution (Association Française de Normalization – AFNOR) published a non-mandatory standard for the halal response and certification of production processes on September 15, 2017. The standard that is available from AFNOR is in monitoring process. At the end of 3 years, the status of the standard will be reconsidered.
 
On the other hand, AFNOR's involvement in the process by introducing a standard, even if voluntary, caused a reaction in some non-governmental organizations in France.
