Misleading of consumers by non-accredited 'halal' certified products will be prevented

Halal conformity assessment bodies shall be required to get accredition from Halal Accreditation Agency (HAK) in order to certify products and services as halal. As such, it will be ensured that the "halal" marks in the Turkish domestic market are issued by competent organizations.

A significant change was made regarding the activities of the HAK with the approval of the related Law by The Parliament and consequent publishing in the Official Gazette. In this context, accreditation shall be mandatory for those conformity assessment bodies to certify goods & services as halal destined for Turkish domestic market, after a one-year transition period. The organizations that want to issue halal certificates to products and services will have to get assessed and accredited by the HAK to verify that their operations are on par with international standards. Thus, consumers will know that "halal" marks attached upon the products are actually issued by organizations which are competent, impartial and assessed by an independent accreditation body.

The administrative fines are stipulated for the organizations issuing halal certificates without accreditation as a result of the law change. An administrative fine up to 1 million Turkish Lira (TRY) will be imposed for organizations issuing halal certificates without accreditation, within this framework. The new Law aims to support the progress in strengthening the perception & trust of consumers for halal-marked products and services, as well as to increase the competence of halal certification bodies in Türkiye to reach a compatible level with international standards.

Exemption for halal activities carried out according to the demands of export markets

According to the new regulation, halal accreditation will be mandatory for the bodies that perform halal conformity assessment activities for products and services destined for domestic market. Accreditation needs to be granted either by Halal Accreditation Agency or by organs authorized by other countries only within the scope of bilateral or multilateral mutual recognition agreements to which the Halal Accreditation Agency is a party. The halal conformity assessment activities carried out according to technical regulations of the relevant foreign state and within the scope of the demands of the export  markets will be exempted from the regulation, provided that exported products and services shall not be supplied to domestic market.

740 of Halal Production Certificate are Accredited

HAK, the only authorized official body to provide accreditation services in the field of halal in Türkiye, has processed the applications of several domestic and foreign halal certification bodies since the end of 2019. So far, 740 halal certificates have been included in the scope of HAK’s accreditation. In addition to the activities on the food certification, laboratories performing testing for halal conformity assessment bodies and manufacturers, as well as the certification bodies for persons that train people to work in halal industry are also included in the scope of the HAK’s accreditation. Halal certification activities in the cosmetics and tourism sectors will be covered by HAK accreditation, in the coming days.
